Apple is aware of iOS 13 hotspot disconnect issue

If you've been having trouble using your iPhone or iPad as a hotspot for other devices, you are not alone. An internal note sent by Apple to the company's Authorized Service Providers reveals that there is an issue with the Personal Hotspot feature on devices running iOS 13 and iPadOS 13.

Since late previous year, some iPhone owners have complained of an annoying hotspot bug present in iOS 13 that causes hotspot connections to repeatedly drop after short periods of time.

The issue seems to exist across multiple generations of iPads and iPhones, so it's strictly a software problem. Many people have experienced problems using the Personal Hotspot feature, either failing to connect at all, or suffering frequent disconnections. For years, this could be done surreptitiously - your friends were never made aware that you had asked to be notified of their location (although they obviously had to agree to share it with you in the first place) - however in iOS 13 last year Apple began notifying your friends when you're tracking them.

Hopefully, Apple addresses this in the next update, but it's disconcerting to see a problem like this persist halfway through a major OS release cycle. Apple is instructing service providers to use the age-old IT trick and turn Personal Hotspot off and back on.

Unfortunately, it sounds like some users are experiencing issues with the feature.

Now, it looks like iOS 13 is still not bug-free. In addition, Apple warns these shops that customers might complain about issues with data performance.
