The freakish story even contains an accusation of a poisoned cupcake.

Parker ran for mayor of Colorado Springs past year, with a goal of ending homelessness.

"If you have been contacted by a woman named "Juliette Parker", "Juliette Noel" or "Juliette Gains" who posed as a photographer and believe you were a victim, please give our detectives a call as soon as possible at 253-798-7724", authorities said in a Facebook post.

A woman has posed as a photographer as part of a plot to drug a woman and steal her newborn baby to raise as her own, U.S. police allege.

On Friday, Pierce County sheriff's deputies arrested a 38-year-old who lives in suburban Spanaway and they say goes by several names including Juliette Parker, and her 16-year-old daughter on suspicion of attempted kidnapping and assault.

Deputies with the department also donated funds to help purchase new locks and window guards for the victim, volunteering to install them in her home.

The investigation began February 5 after the victim called 911 and told dispatchers she believed she'd been drugged.

"Basically she was drugged".

A release from the Pierce County Sheriff's Department state that the pair were arrested following an extensive investigation and after reports that they may have been posing as newborn baby photographers.

After joining a Facebook group for parents of newborns, a woman in Washington spotted an ad offering free baby photos.

On her third visit, police say the suspect and her daughter offered the victim a cupcake which made the victim feel numb and drowsy.

The victim then called 911 and received medical treatment at a hospital, after which she contacted the Sherrif's Department stating that she believes she was drugged.

She told detectives she remembered Parker wiping her fingerprints off things she'd touched and had stolen her house keys.

Juliette Parker "sees two issues at the heart of almost every problem facing Colorado Springs: homelessness and affordable housing", a profile story on her running for Colorado Springs mayor said in March 2019. The suspect has ties to Colorado Springs.

Local reporting from when she was running reveals that she has two children. "I could have lost both of them", said Hay.

Parker founded the non-profit MENDA or Meaningful Empowerment through New Development and Art.
