Second Coronavirus Case Confirmed, Third Patient Under Investigation

The CDC said anyone who has been in the Hubei Province in Central China over the last two weeks, is considered to be "at high risk" of exposure and must submit to a 14-day quarantine.

Also in isolation is a woman who was mistakenly released because of a mislabeled sample that hadn't been tested for coronavirus.

"The issue with quarantine remains the lack of ability in a closed environment like this to maintain infection prevention measures on a ship", said Dr. Eric Cioe-Pena, director of global health at Northwell Health in New Hyde Park, New York.

The female's situation is that the 13th known instance of this virus in the United States of America and the earliest among hundreds evacuated from the US authorities from China. "They will take time to develop - but in the meantime, we are not defenseless", World Health Organization chief Tedros Adhanom Ghebreyesus said during a Tuesday press conference.

Late Monday, CBS News reported that the CDC confirmed a 13th positive case of novel coronavirus.

The agency said the first group of people who were evacuated from Wuhan to the March Air Reserve Base in Riverside were cleared to leave the base after being under quarantine for 14 days.

By Wednesday, at least 174 people among the 3,711 guests and crew members on board the Diamond Princess cruise ship have tested positive for the disease since the cruise ship docked in the Japanese port of Yokohama on February 3.

'Speed is important, but equally or more important in this situation is making sure lab results are correct, ' said Messonnier. The hospital released her at CDC's direction after being told that everyone quarantined had shown negative results, when, in fact, her sample was excluded from the rest of the batch. A second person was also transported to the hospital for testing.

If the end of the outbreak is in the offing, Messonnier said it was likely down to the "aggressive actions" - including travel restrictions and quarantines - taken by China, the United States and other affected countries.

U.S. Ambassador W. Patrick Murphy said the embassy will work with the ship's representatives and Cambodian officials to help Americans reach their destinations.

Although he noted during a press briefing that the number of cases of COVID-19 in China, epicenter of the outbreak, appears to be stabilizing, "we're not going to talk about numbers or dates ..." Those passengers are all serving 14-day quarantines that started the day they left China.

A previous case of coronavirus was documented on Monday among the same group of evacuees, the CDC said. The death toll on the mainland rose to 1,113.
