The spokesperson added that despite the relatively large number of people infected, the death rate from the virus in China is rather low, only 2.1 percent, which is far lower compared to other infections like Ebola, Severe Acute Respiratory Syndrome (SARS), or Middle East Respiratory Syndrome (MERS).

In a news briefing on Monday, Chinese foreign ministry spokesperson Hua Chunying said the U.S. actions "could only create and spread fear" instead of offering assistance - saying it was the first country to impose a travel ban on Chinese travellers and the first to suggest a partial withdrawal of its embassy staff. "So, whether or not this becomes an ongoing outbreak in multiple countries spread throughout the world, hence making it a pandemic, we don't have any idea of that".

Foreign Ministry spokeswoman Hua Chunying said: "It is precisely developed countries like the United States with strong epidemic prevention capabilities and facilities that have taken the lead in imposing excessive restrictions contrary to World Health Organization recommendations". What it has done could only create and spread fear, which is a very bad example.

On Monday, Hong Kong said it was suspending from midnight local time (16:00 GMT) 10 out of 13 border crossings with mainland China.

Speaking at the meeting, WHO Director-General Tedros Adhanom Ghebreyesus coughed and interrupted his speech to take a sip of water.

He said: "There is no reason for measures that unnecessarily interfere with global travel and trade".

India also joined the United States and Australia in chartering an emergency flight to bring back citizens who had been stranded in Wuhan.

"I don't think that these two cases change the risk to the general public", said Santa Clara County Health Officer Dr. Sara Cody. The UK Government airlifted Britain's from Wuhan on two flights and has placed then in isolation at Arrowe Park Hospital on The Wirral for two weeks.

So far, more than 17,350 people have been infected worldwide and at least 360 people have died. On Saturday it followed the United States in barring entry to all foreign nationals travelling from mainland China.

The virus is thought to have emerged late a year ago in a Wuhan market illegally trading wildlife.
