House Plans Wednesday Vote to Send Articles of Impeachment to Senate

Senate Majority Leader Mitch McConnell (R-Ky.) and Senate Minority Leader Chuck Schumer (D-N.Y.) have grappled over trial guidelines, with McConnell seemingly winning out by getting the majority votes necessary to start the trial without voting on whether to call witnesses.

House democrats' case can not simultaneously be so robust that it was enough to impeach in the first place but also so weak that the Senate needs to go fishing.

The Democratic-controlled House passed a separate war powers resolution last week.

The House approved the two articles of impeachment last month. Trump, like President Clinton in 1999, would be forced to make the annual address to the Congress under the din of an impeachment without resolution of the Senate trial.

Pelosi has delayed sending the charges to the Senate in an unsuccessful effort to get McConnell to agree to include new witness testimony that could be damaging to the Republican president.

The House will also have to vote to approve the names of the House lawmakers who will serve as "managers" in the Senate trial.

Democrats want new testimony, particularly from former White House national security adviser John Bolton, who has indicated he will defy Trump's orders and appear if subpoenaed.

Lower-level officials from the departments of State and Defense will provide a classified briefing Wednesday to members of the Senate Foreign Relations Committee.

But by next week, supporters will be competing for floor time with the impeachment calendar, and the timing for the war powers resolution is not yet certain.

"We don't really care who comes forward because the president has done nothing wrong", said Gidley.

Bolton is believed to have firsthand knowledge of Trump's dealings with Ukraine and why the administration temporarily withheld almost $400 million in military assistance from the USA ally. Senators must deliberate whether Trump continuing in office is consistent with the security of the United States and the survival of America's separation of powers, commitment to the rule of law, and fidelity to democratic principles.

Some GOP senators want to turn the impeachment trial away from the Democrats' case and toward the theories being pursued by Giuliani. If the Senate conducts its trial along those lines, as Republican McConnell has suggested, that would mean lawmakers would still be considering charges against the president while the first nominating contests of the 2020 presidential election were underway in Iowa and New Hampshire.

The reason is that we can not afford to leave any stone unturned when dealing with as lawless and fickle a presidential administration and its Senate accomplices as the Trump/McConnell cabal has shown itself to be.

Bolton's remarks, which were recalled by witnesses in the House investigation, could cut different ways in testimony.

While some Democrats have grumbled about the delay, Pelosi and other party leaders defended the strategy, saying it produced new potential evidence and turned public attention on the upcoming trial.

"Let's be optimistic about the future ... a future that will not have Donald Trump in the White House, one way or another".
