The money, which Mr Swann said is coming from existing funds, is being offered in a bid to avoid further strike action from unions.

The prime minister said Stormont was "open for business again" in the wake of the restoration of power-sharing following three years of political deadlock.

Recent industrial action caused the cancellation of thousands of outpatient and elective appointments across Northern Ireland.

Stormont's new finance minister, Conor Murphy, said it was time for the administrations in London and Dublin to deliver their "ambitious commitments".

Boris Johnson praised politicians who "put aside their differences, stepped up to the plate and showed leadership" in reaching last week's deal.

However, Mrs O'Neill was quick to rule out the possibility of new water charges, while Mrs Foster added: "I don't think water charges will be on the table".
