"That made it appear that the information supporting probable cause was stronger than was actually the case", the report by Inspector General Michael Horowitz found.

"Well today, after months of investigating, the DOJ inspector released his report, finding no evidence of bias, concluding that the FBI had sufficient evidence to lawfully open the Russian Federation investigation". And now, the Horowitz report definitively shows that it was all garbage.

During the FBI's January interview, at which Case Agent 1, the Supervisory Intel Analyst, and representatives of NSD were present, the Primary Sub-source told the Federal Bureau of Investigation that he/she had not seen Steele's reports until they became public that month, and that he/she made statements indicating that Steele misstated or exaggerated the Primary Sub-source's statements in multiple sections of the reporting.

Ivanka Trump met with former British intelligence officer Christopher Steele almost a decade before the 2016 presidential campaign, and was in touch with him for several years before the campaign, according to a Monday report.

The report also pitted the inspector general against Attorney General William Barr to whom he reports.

Rep. Devin Nunes, R-Calif., told Fox News Tuesday that "the FISA court has to either be shut down in its entirety or they have to take action and soon following the release Monday of Justice Department Inspector General Michael E. Horowitz's report on the origins of the Russian Federation investigation and the issuance of Foreign Intelligence Surveillance Act (FISA) warrants for a Trump campaign official".

Horowitz says he found no sign that "political bias or improper motivation" influenced the bureau's decision-making - but he makes it clear that the FBI made a lot of outrageous decisions.

Earlier this year, Barr tapped Durham, the U.S. Attorney for the District of CT, to look into the origins of the investigation into Trump's campaign.

However, the Steele dossier asserts that Mr Page met Mr Sechin himself, a claim that has not been substantiated.

The area Barr mentioned - abuse of the "apparatus of the state" to affect an election outcome - is the heart of an abuse of power impeachment article House Democrats rolled out Tuesday. He does not say that the FBI engaged in unlawful surveillance or that it violated any policy when it opened the investigation into Russian election interference.

"The report's headline findings are that the investigation was properly initiated based on a sound factual basis, and that the allegations of "witch hunt" and bias on the part of those overseeing it are without foundation", Ayer added.

The first FISA warrant overstated the case for Mr. Steele's credibility, and as more information about his work and its political origins came to light during the course of the year, this was largely omitted from subsequent FISA warrant renewals. "He can only talk to people who are essentially there as employees. Steele instead relied on a Primary Sub-source for information, who used his/her network of sub-sources to gather information that was then passed to Steele", the IG report stated.

As Sen. Lindsey Graham said today, whatever one concludes about whether the Justice Department had sufficient grounds to go to the FISA court initially, it's clear that the DOJ acted dishonestly in failing thereafter to apprise that court of the problems it discovered with the Steele report. It added: "Accordingly, we have today initiated an OIG audit that will further examine the FBI's compliance with the Woods Procedures in FISA applications that target USA persons in both counterintelligence and counterterrorism investigations".

'I think that leaves open the possibility that there was bad faith, ' Barr said.

Former Justice Department spokesman Matthew Miller told me, "It's not surprising that Barr continues to play defense attorney for Trump - at this point, it would have been surprising if he did anything to the contrary".
