He pointed directly to the Migrant Protection Protocols (MPP), which he said has now required more than 51,000 asylum seekers to wait in risky Mexican border cities for the duration of their court proceedings.

Acting Customs and Border Patrol Commissioner Mark Morgan said the United States must rely on Congress, and not other nations, to develop "durable, meaningful solutions" to stop migrants from entering the U.S.

Castro tried to help eight gay and lesbian asylum-seekers and a deaf woman with her three relatives across the bridge from Mexico to Texas.

For most that meant being processed by immigration officials and then released to await a hearing on their asylum claim, but they usually disappeared into the United States interior hoping to settle.

The Trump administration's Migrant Protection Protocol, also known as the "Remain in Mexico" policy, is now under fire.

Detention under the custody of the U.S. Immigration and Customs Enforcement agency, the asylum seekers said, would be better than being forced to wait another day in Mexico.

She appealed to property developers and landlords to offer relief to retailers whose businesses had been hit. Many restaurants and malls closed early over what was typically a very busy holiday period.

Hours after being told the asylum seekers would have their cases heard, Castro wrote on Twitter that he learned they were returned to Mexico.

The group's lawyers issued a statement on their clients' return to Mexico, calling the incident a "brutal blow to due process". When asked about whether Mexico would pay for the expanded border wall as President Donald Trump had said earlier during his administration, Morgan said, "That's a political thing to me".

Although created to stem the flow of Central American migrants journeying north, the regulation also would affect people from other parts of the world trying to reach the U.S. through Mexico, including Cubans, Venezuelans, Brazilians and central Africans, who have traveled to the U.S. -Mexico border in higher numbers this year.

It further accused CBP of waiting for reporters to leave the scene to release the 12 asylum seekers back into Mexico.

Castro is polling at 1 percent in the RealClearPolitics average of polling for the Democratic presidential nomination.
