Houston Motorists Battle Flooded Roads During Tropical Depression Imelda

Houston Mayor Sylvester Turner said that by Thursday night, floodwaters had started receding in most of the Houston area.

But there were concerns for neighborhoods along the river and near Lake Houston, where a torrent of rain fell as Imelda - a tropical storm that weakened to a tropical depression - passed over. Another 6 to 12 inches of rain is possible by Friday.

The National Hurricane Center said in a late Thursday bulletin that up to 45 inches of rain will have fallen in some areas by the time the storm blows off on Friday afternoon.

In Harris County, authorities found a man in a van submerged in water in an underpass, according to the Harris County Sheriff's Office.

Waters from Tropical Storm Imelda began to recede Friday, but not before grinding life to a flooded halt for the more than 5 million residents of the Houston area.

At least two deaths have been attributed to the storm.

"We're still putting water on top of water", said Jeff Linder, meteorologist of the Harris County Flood Control District.

"It's as bad as I've ever seen it".

The sheer amount of rain caught the county off guard - Hawthorne said they had only been expecting a third of the rain that Imelda brought.

Over 300 people were rescued from homes in Chambers County as the water rose, local officials said.

"Until it quits raining, it's gonna be a nightmare", the sheriff said. "And it just worries me that i have family that's really important to me struggling with these kinds of things, and no one is really caring".

More than 70,000 people were without power for a period on Thursday and Interstate 10 was closed in both directions close to Fannett.

Dupre said the department was now working with local law enforcement on a plan to get people off the roadway. Beaumont police said on Twitter that 911 had received requests for more than 250 high water rescues and 270 evacuations.

Hurricane Harvey dumped 50 inches on the Houston area in 2017. During Harvey, Beaumont's only pump station was swamped by water, leaving residents without supplies for more than a week.

The other victim of the storm was electrocuted southeast of Houston while trying to move his horse to safety, according to a statement on the Facebook page of the Jefferson County Sheriff's Department.

Some areas saw as much as 20 to 40 inches of rain - North Fork Taylors Bayou near Port Arthur, Texas, topped more than 43 inches of rain as of Friday morning.

People in Houston navigate the floodwaters on Thursday. Thunderstorms spawned several weak tornadoes in the Baytown area, about 25 miles (40 kilometres) east of Houston, damaging trees, barns and sheds and causing minor damage to some homes and vehicles.

Albert Livings, 73, was rescued from his apartment and said at least half of the 116 units in his complex were flooded.

She said her home, located along a creek, was not in danger of flooding as it sits on stilts, like many others nearby.

The moisture carried by Imelda from its trip over the Gulf of Mexico has made it "the seventh wettest tropical cyclone in US history and the fourth wettest to impact the state of Texas", Pagano said.
