"The fact remains, half of worldwide academic talent in United Kingdom universities comes from the European Union and the EU is our single largest research collaborator", it added.

According to the UK's new immigration rules, Johnson's government could abolish a cap on numbers under the Tier 1 Exceptional Talent Visas.

The Prime Minister has suggested he would refuse to step down from the position in the event he loses any vote of no confidence.

Corbyn wrote to Mark Sedwill, the cabinet secretary, on Thursday, accusing the prime minister of planning an "unprecedented, unconstitutional and anti-democratic abuse of power", after it was reported that Johnson could hold a general election the day after Brexit.

"That is why preparing urgently and rapidly for the possibility of an exit without a deal will be my top priority, and it will be the top priority for the Civil Service too", Prime Minister Johnson said.

It remains unclear if anti-Brexit MPs in parliament would be able to swerve a general election, as senior Labour and Liberal Democrat figures clashed yesterday over their parties' apparent willingness to place conditions on any unity government or coalition prepared to stop a no-deal Brexit. Corbyn's letter was released after Downing Street repeatedly refused to rule out delaying an election until the few days after Brexit on October 31, even if MPs trigger one beforehand by voting to oust Johnson in a bid to stop a no-deal exit. Downing Street refused to deny that a snap election would need to take place in the first few days of November if MPs forced a vote of no-confidence in Johnson in early September, but said the prime minister would ensure the United Kingdom had left the European Union on October 31.

On Thursday, Johnson declined to say what he would do if the government lost a no-confidence vote.

As it stands, under the latest extension to the Article 50 withdrawal process by the EU, Britain is due to leave on 31 October.

Hollie Chandler, senior policy analyst at the Russell Group of universities, saidCreating a new fast-track visa route for researchers and science specialists will make the United Kingdom a more attractive destination to global talent and bolster its position as a world leader in research.
