After the blasts, militant gunman opened fire from nearby positions and members of the security forces were battling them, said Tadeen Khan, the southern city's chief of police.

The spike in insurgent attacks in Afghanistan comes as the United States is negotiating a political settlement to the conflict with the Taliban. Another 89 were wounded.

The Taliban have not issued any statement, but the militants have previously closed down health clinics and banned polio vaccination campaigns in areas under their control.

"Militants detonated a vehicle loaded with explosives, and some gunmen have entered the buildings around our main office", said a police official requesting anonymity.

Kandahar police at around 7:00 pm said the attack has ended.

Taliban leaders and officials from the U.S., led by envoy Zalmay Khalilzad, have separately held several rounds of peace talks in Qatar and the United Arab Emirates for ending the 18-year-old war in Afghanistan.

Taliban spokesman Zabihullah Mujahid says the Taliban would talk with the Swedish Committee for Afghanistan on Thursday "to resolve the situation" in Maidan Wardak province.

The news comes as 76 civilians were killed or wounded in separate attacks across the country earlier this week, despite the peace negotiations between the U.S. and the Taliban movement. The Taliban now control almost half of Afghanistan and are more powerful than at any time since the October 2001 US -led invasion.

The meeting was also attended by General Scott Miller, the top USA and North Atlantic Treaty Organisation commander in Afghanistan.
