A flash flood emergency has been declared for the Washington, D.C., metro area until 2 p.m. Monday by the National Weather Service. In an hour, a total of 3.3 inches of rain fell at DCA - a new record in the agency's books.

"If you are in the warned area move to higher ground immediately", according to the National Weather Service.

"Travel will be EXTRAORDINARILY risky", the National Weather Service warned on Twitter.

One video taken captured a rush of water breaking down from the surface and penetrating the concrete ceiling at the Virginia Square metro station in Arlington, Virginia.

Flooding led to electrical outages that closed the National Archives Museum, according to a statement from the museum.
