The New START pact, signed in 2010 by Obama and Russian President Dmitry Medvedev, limits each country to no more than 1,550 deployed nuclear warheads and 700 deployed missiles and bombers.

Moscow and Washington are also at odds over the bilateral 1987 Intermediate-Range Nuclear Forces (INF) Treaty, which eliminated an entire class of missiles.

But it was clear that Beijing sought to lean on Russian Federation economically as trade negotiations have deteriorated with its biggest trading partner, the United States.

Putin repeated his denial of the USA intelligence agencies' conclusion that Russia interfered in the 2016 presidential election in Trump's favor, though he allowed the possibility that Russian hackers may have acted out of injured national pride.
