North Korea Test Fires 'New-Type Tactical Guided Weapon,' State Media Reports

Meanwhile, US President Donald Trump said on Saturday that a third summit with North Korean leader Kim Jong-un would be a good idea.

North Korean dictator Kim Jong Un praised his administration after reports of a successful test firing of a "new tactical guided" weapons system.

"There will be declarations, promises, they will sign yet another declaration of intent to increase trade 10 times in five years, but after two years they will forget about it", he said.

The test, which didn't appear to be of a banned mid- or long-range ballistic missile that could scuttle negotiations, allows North Korea to show its people it is pushing ahead with weapons development while also reassuring domestic military officials anxious that diplomacy with Washington signals weakness.

It said in a brief statement that Mr Kim will visit Russia "in the second half of April" on Russian President Vladimir Putin's invitation.

The "advantages" of the weapon were "the peculiar mode of guiding flight and the load of a powerful warhead", KCNA said.

The analyst said the test could also be intended as a message to the North Korean people and military of a commitment to maintaining a strong level of defense even as it continues talks with Washington over nukes.

Japanese officials have increasingly anxious that hacking, especially by rivals China or North Korea, could be a more immediate threat than any traditional military operation. The North has not responded to the offer yet. But the situation calmed after diplomatic efforts gained momentum a year ago.

Kim wants the USA to ease the sanctions to reciprocate some partial disarmament steps he took past year . The island has a university with a conference hall and is seen as a likely summit venue.


"Recent events have pushed out nearly everyone apart from North Korea and the United States, and of course nobody likes that", he said.

Trump has cited the testing moratorium as progress and said he would be disappointed if it resumed.

Experts said the North Korean statement appeared aimed at dividing Trump from senior officials in the hope of exacting concessions, particularly relief from punishing sanctions.

"Not a ballistic missile. They are giving the US till the end of this year to make a deal, but in the meantime, they will bolster their capabilities, untethered from any agreement".

"But it is created to serve as a reminder that North Korea has limited patience - and is continuing to devote attention and resources to defense", she added.

Kim warned last week that the Hanoi breakdown risked reviving tensions and said he was only interested in meeting Trump again if Washington showed more flexibility. The North wants a reciprocal approach that would include rewards for disarmament steps already taken.

The Center for Strategic and International Studies noted the presence of five specialized railcars at the Yongbyon nuclear complex.

Armed U.S. federal agents also raided the apartment of Adrian Hong, leader of Cheolima Civil Defense, a group seeking the overthrow of Kim that is blamed for the February 22 raid, a person close to the group said.
