In the same speech, Kim demanded Moon stop acting as an "officious mediator", but Moon did not comment Monday on the criticism.

Kim previously met twice with U.S. President Donald Trump in June 2018 in Singapore and February this year in Vietnam.

"China, as one of the five permanent members of the UN Security Council, will continue to spare no effort to facilitate communication between North Korea and the United States, and if it's likely there will be a third summit between the two leaders, China will also step up to play an arbitrational role, to ensure the results of the talks are durable, practical and favorable to both sides", Lü said.

On Friday, KCNA reported that Kim was reelected as chairman of the State Affairs Commission, the nation's most important decision-making body, during a session of the Supreme People's Assembly that praised his "outstanding ideological and theoretical wisdom and experienced and seasoned leadership". While praising Kim for his intentions to continue dialogue, Moon officially announced his plans to pursue another inter-Korean summit to revive the U.S. Responding on Twitter, Trump welcomed a third meeting with Kim. However, the South Korean media outlet did not offer details of the precise time and venue. According to the agency, the Russia-North Korea summit is likely to be held in the Far Eastern city of Vladivostok.

Moon and Kim have held three meetings over the past year, and Moon's administration has been keen for a fourth, possibly to mark the anniversary of the first one on April 27.

There would be no progress in improving inter-Korean relations and achieving peace and prosperity, Kim warned, unless the "anachronistic arrogance and hostile policy of the United States" is eradicated. Moon's opening remarks made no mention of a special envoy.

North Korean charge d'affaires in Moscow, Jin Jong Hyuk, said Thursday that Pyongyang expects a number of mutual visits by high-level Russian and North Korean delegations in the future.
