With then-Attorney General Jeff Sessions recused from the matter, Deputy Attorney General Rod Rosenstein appointed Mueller to take charge of the FBI's ongoing investigation into Russia's interference in the presidential election as well as any involvement from the Trump campaign.

Under the Justice Department special counsel regulations, Barr is required to notify Congress when Mueller's probe is concluded, but it is an open question as to how much of the report itself Barr will share with Congress. Barr has promised to be as transparent as possible.

Of course, Comey couldn't conclude without taking a jab at the president, whom he refers to as a "chronic liar who repeatedly attacks the rule of law", telling fellow critics of Trump that it's not impeachment they should hope for but his defeat at the ballot box in 2020. "I'm not rooting for anything at all, except that the special counsel be permitted to finish his work", he adds.

No details of Mr Mueller's report have been released. Many people know what they want it to say - what they feel it simply must say - namely, that Donald Trump is a criminal who should be removed from office. "That system may reach conclusions they like or it may not, but the apolitical administration of justice is the beating heart of this country". I just hope it doesn't. Instead, Comey stresses, he wants a "resounding" defeat of Trump in 2020 to restore "the belief that the president of the United States can not be a chronic liar who repeatedly attacks the rule of law".

Mueller has yet to say that his investigation has come to a close, despite weeks of speculation in the news media.
