Cummings noted that Kushner's attorney Abbe Lowell told him and then-chairman Trey Gowdy (R-S.C.) late a year ago that his client had been "using the messaging application What'sApp as part of his official White House communication with foreign leaders".

Watts, a senior fellow at George Washington University's Center for Cyber and Homeland Security, drew a comparison with the Trump campaign's attacks on Democratic presidential candidate Hillary Clinton's use of a private server for official emails.

"President Trump, on multiple occasions, appears to have taken steps to hide the details of his communications with President Putin from other administration officials, Congress, and the American people", House Chairmen Eliot Engel, Adam Schiff, and Elijah Cummings wrote in a letter to the White House dated March 4, 2019.

In a previous written statement, Lowell spokesman Peter Mirijanian has acknowledged that Ivanka Trump used private email while transitioning to a position in the White House but said that the emails were retained "in conformity with records preservation laws and rules".

Rep. Elijah Cummings, D-Md., said in a letter that Trump's lawyer, Abbe Lowell, informed the committee late past year that Trump doesn't preserve official emails she receives in her personal account if she doesn't respond to them.

The White House has until April 4, he said.

Lowell contended in a letter to Cummings Thursday afternoon that some of the information the committee states is incorrect, including that Lowell confirmed Kushner used a messaging app to communicate "with foreign "leaders" or 'officials.' " He said he told the committee that Kushner follows White House protocols and referred questions to the White House counsel. "And foreign leaders must be assured of this as well", White House counsel Pat Cipollone said in a letter, according to The Hill. According to Cummings, when Lowell was asked if Kushner ever communicated classified information on WhatsApp, Lowell responded, "That's above my paygrade".

Ivanka Trump, the president's daughter and a powerful White House aide, is not preserving all of her official email communications as required by federal law, the chairman of the House Oversight and Reform Committee said on Thursday.

In the final month of the 2016 presidential race, Donald Trump accused Clinton of "willful and deliberate criminal conduct" in her use of private email while serving as secretary of state.

Lowell also said his discussion with the committee about Ivanka Trump's emails was specifically about the period before September 2017. "There were no deletions".

"As you know, the White House has not produced a single piece of paper to the Committee in the 116th Congress - in this or any other investigation", Cummings complained in the letter.

The committee found that McFarland used an AOL account to discuss the effort pushed by Trump friend Tom Barrack.

A representative for Bannon did not immediately respond to a request for comment.

The chairman said another document appeared to show that Bannon received documents "pitching the plan from Mr. Barrack through his personal email account", at a time Bannon was at the White House and working on broader Middle East policy. He complained that the White House has failed to produce documents demanded by the committee throughout much of 2017 and 2018.
