Trump to seek another 8.6 billion US dollars for border wall

President Donald Trump's fiscal year 2020 budget proposal will be released today, revealing his priorities for the next decade and beyond.

"I think the idea of having this massive OCO is not one that pretty much anyone takes seriously", he told reporters last week. Frankly, that's all a president's budget does - Congress routinely says, "Yeah, thanks", and then promptly ignores every president's budget. She warned the debt load will lead to slower income growth and stalled opportunities for Americans.

Worse, Trump's budget attempts to hide spending increases for the Pentagon by moving those new funds into off-the-books accounts originally meant to pay for America's foreign wars.

A senior administration official told reporters the budget would cut US aid to foreign countries by $13 billion.

The budget imposes work requirements for those receiving food stamps and other government aid as part of the cutbacks.

The budget request would cut Education Department funding by 10 percent while expanding money for school choice, school safety and apprenticeship programs.

Fiscal conservatives within the Republican Party have typically aspired to balance the budget in 10 years in their opening bids to Congress.

To stay within the statutory budget caps, the budget funds national defense at the cap level, $576 billion, and shifts $164 billion of the defense spending to an overseas contingency operations, or OCO, fund, which some fiscal hawks will view as an accounting stunt.

Revenue would total $3.6 trillion in the coming year, while spending would total $4.7 trillion, resulting in a deficit of $1.1 trillion.

But Kudlow said he was not anxious by some predictions the American economy will only advance a little in the first three months of this year and not much more than 2 percent this year.

Ohio Democratic Sen. Sherrod Brown said the Great Lakes Restoration Initiative has helped protect, maintain, and restore Lake Erie's chemical, biological, and physical integrity.

An EPA spokesman said additional details about the bay program would be available with the release of the Congressional Justification on March 18.

Trump is signaling that he wants a fight. The president has resisted big, bipartisan budget deals that break the caps - threatening to veto one past year - but Congress will need to find agreement on spending levels to avoid another federal shutdown in the fall.

The Environmental Protection Agency, the Department of State, the Department of Transportation, and the Department of the Interior will all see large budget cuts.

The budget envisions a complete repeal of Obamacare and an extension of the Republican tax cut law, which the White House says is necessary to keep the economy booming.

In budget documents, the White House said the Space Force will "initially realign existing space forces and materiel from the military services and will scale up responsibly and deliberately over the next several years".

The administration will invest more than $80bn for veterans services, a almost 10% increase.

It provides $500 million in new spending over the decade on child cancer research. "Instead of investing in OH communities so they can grow and create jobs, President Trump is asking Ohioans to pay for tax cuts for millionaires by gutting Great Lakes programs and eliminating economic development efforts". Others have predicted lower growth.

That is more than six times what Congress gave him for border projects in each of the past two fiscal years, and 6 percent more than the president has corralled by invoking emergency powers this year after he failed to get the money he wanted.

The government shutdown for 35 days beginning in December after Congress and the White House deadlocked on funding for the wall.

House Speaker Nancy Pelosi and the Senate Democratic leader Chuck Schumer said in a joint statement Sunday they hoped the president had "learned his lesson" from the shutdown.

Despite no chance of Democrats approving the $8.6 billion, Trump is trying to send a political message that he intends to step up fighting for the promised wall. Kudlow says Trump's budget "points a steady glide path" toward lower federal spending and federal borrowing as a share of the nation's economy.

The budget also proposes a 90 percent cut cleanup efforts in the Chesapeake Bay and would eliminate restoration funding for the Gulf of Mexico, Lake Champlain, Long Island Sound, South Florida, San Francisco Bay and Puget Sound. The House has already voted to revoke the emergency, and the Senate is likely to do the same this week.
