The 20-second pitch clock also seems like it is imminent as it has already been implemented in college and minor league baseball. The discussions have included both on-field rule changes, pushed by Commissioner Rob Manfred, and proposals from the union to improve competitive balance.

The universal DH makes a lot of sense here, as the National League is now at a massive disadvantage when it comes to luring older free agent hitters that can still swing it but can no longer play the field. The rule would be to allow teams to sign draft picks to major league deals.

According to the report, other proposals including expansion of rosters to 26 players, a lowering of the mound study, and bringing back the major league contract for two-sport athletes as an incentive to choose baseball. Led by Commissioner Robert D. Manfred, Jr., MLB now features record levels of labor peace, competitive balance and industry revenues, as well as the most comprehensive drug-testing program in American professional sports. Under the plan, the National League would adopt the DH for the 2019 season.
