Pelosi essentially barred Trump from delivering the State of the Union in the House Chamber until the shutdown ended.

Trump's prime-time address comes at a critical moment in his presidency. Yet, a senior administration official told reporters to expect a "traditional" address from a president who is anything but traditional. "The majority of Americans oppose a border wall and support immigration".

With the budget deadline approaching and Democrats refusing to compromise on funding for a border wall, President Trump is promising to secure the border by sending thousands more soldiers in lieu of an actual barrier.

The State of the Union address is a speech that the President of the United States gives every year to politicians and the American people.

Congressional Republicans privately worry that Democrats would force a vote to overturn that emergency declaration, something that would likely pass the Democratic-controlled House and may clear the GOP-led Senate if just a handful of Republicans join Democrats. He also has threatened to declare a national emergency so as to circumvent Congress and use funds appropriated for other purposes in order to build the wall. "He will outline a policy agenda that both parties can rally behind to achieve this vision", a senior administration official said.

The occasion marks Trump's first address to the Democrat-controlled House chamber and follows a contentious partisan battle over his proposed border wall that resulted in the longest government shutdown in American history.

Democrats, who control the lower house, have repeatedly rejected Trump's funding demands, saying that he has made the wall project a political crusade to demonize immigrants and to satisfy his base.

Minutes later, Trump tweeted that Schumer was "just upset that he didn't win the Senate, after spending a fortune".

Trump's speech unfolded largely in a civil fashion with Cabinet members, military commanders and several Supreme Court justices in attendance at the annual presidential address to Congress.

Yet they're working against the president, seeking to limit his authority to impose tariffs unilaterally on national security grounds, as he did past year on steel and aluminum, sparking a dispute with the European Union and alienating close partners such as Canada and Mexico.

Another Democratic star, Stacey Abrams, will deliver the party's response to Mr Trump.

Abrams is a rising star in the Democratic party, and was the first black female majority party candidate to run for governor in USA history.

While Mr Trump was still putting the final touches on the speech on Tuesday, he was expected to use some of his televised address to showcase a growing economy. Despite the shutdown, the USA economy added a robust 304,000 jobs in January, marking 100 straight months of job growth.

The White House deployed several aides to the Tuesday morning cable news circuit to hype the big speech - though, following a decades-old, bipartisan tradition, they did not reveal much new about what their boss will say come 9 p.m.

At some point on Tuesday, Trump is expected to announce the date and location of his next summit with North Korean leader Kim Jong Un.

"Great nations do not fight endless wars", he said, adding that the U.S.is working with allies to "destroy the remnants" of the Islamic State group and that he has "accelerated" efforts to reach a settlement in Afghanistan.

Trump's guests for the speech include Anna Marie Johnson, a 63-year-old woman whose life sentence for drug offenses was commuted by the president, and Joshua Trump, a sixth-grade student from Wilmington, Delaware, who was allegedly bullied because of his last name.
