Some of the biggest applause for the President came as he promised to make it much easier for USA farmers to get immigrant laborers into the country, in order to pick crops.

But under longstanding federal law and rules, farmers and farmland already are exempt from most of the wetlands rules that the Trump administration is targeting.

But many farmers have been hit by the shutdown, which has shuttered a number of key operations at the U.S. Department of Agriculture.

Richard Musel of Bennington, Nebraska, a corn and soybean farmer, describes business as "marginal" but says he doesn't blame Trump.

"He's asking for such a small amount".

Lemuel and Shelby Ricks grow cotton, soybeans, wheat and peanuts on their farm in Conway, North Carolina. They can't apply for financial aid the federal government is giving farmers hurt by Trump's trade policies because of the shutdown. They said they've been hurt by low commodity prices and the shutdown.

The ongoing dispute over Trump's border wall, which led to the shutdown, is also expected to be a topic of discussion.
