Nancy Pelosi Has Struck a Deal With Rebel Democrats

"Over the summer, I made it clear that I see myself as a bridge to the next generation of leaders, a recognition of my continuing responsibility to mentor and advance new Members into positions of power and responsibility in the House Democratic Caucus".

"The leaders of our caucus will no longer be determined by tenure and loyalty but by frequent and open elections, giving us a better chance to change and evolve as the country does", Moulton said in a statement.

Immediately after Pelosi issued her statement in support of it, all three representatives issued statements of support for her.

The agreement ensures Pelosi will easily have the 218 votes she needs to win the speakership on the House's first ballot.

"Leader Pelosi has been an honest partner throughout these negotiations, and I applaud her commitment to creating a system that will ensure the speedy rise of new leadership reflecting the diversity and energy of our caucus", said Congressman Ryan. "We will support and vote for Nancy Pelosi for Speaker of the House in the 116th Congress".

The speaker vote is set for January 3.

If adopted by the Democratic House Caucus, the rules would limit Democratic members elected to the top three leadership positions to a maximum of eight years - three-terms, or six years, with an option of a fourth term but only with a two-thirds caucus vote - before he or she must step down.

The plan represents a narrowing of a package Democrats had considered that also would have restricted the number of years that lawmakers could serve as House committee chairs.

Pelosi was the heavy favorite to become House Speaker for a second time after Democrats won at least 235 House seats - pending the final outcome of a disputed election in a North Carolina district - in last month's midterm elections, but some Democrats had called for change at the top of the caucus.

Afterward, seven Democrats who vowed not to support Pelosi said they are backing her.

On November 28, Democrats voted overwhelmingly to nominate Pelosi as the next House Speaker in the secret-ballot vote 203-32, with three lawmakers leaving the ballot blank.

The pact followed weeks of harsh public battles among Democrats and an all-out lobbying campaign by Pelosi and her allies.

Pressure to back Pelosi seemed to grow after she calmly went toe-to-toe with Trump at a nationally televised verbal brawl in the Oval Office on Tuesday over his demands for congressional approval of $5 billion for his proposed border wall with Mexico. Several aides said they believed restlessness by younger members to move up in leadership would make that hard for her to achieve.

Aides said an agreement, if reached, would all but certainly bring her the votes she'd need to be elected. Steny Hoyer of Maryland and James Clyburn of SC - to the caucus' top three positions every two years over the past decade.
