But Kim did not mention denuclearisation at any point in his remarks, and it was Moon who communicated the North's plans to close the Yongbyon nuclear reactor as well as shut missile test pads in front of "international experts".

How you see the third summit this year between Moon and Kim - and there could be another in the works, with Kim promising to come to Seoul soon - may depend on where you're sitting, both geographically and politically.

Kim also promised to visit Seoul in the "near future".

The United States is pressing countries to strictly observe global sanctions, which will likely be a key theme when Secretary of State Mike Pompeo hosts a Security Council meeting on North Korea on September 27 on the sidelines of the annual U.N. General Assembly.

Wednesday's talks took place at the Paekhwawon official guest house on the outskirts of Pyongyang.

It was an application to the highly secret Foreign Intelligence Surveillance Court, which grants secret national security surveillance warrants.

North Korea is willing to move towards dismantling its main Yongbyon nuclear site if the USA takes reciprocal actions, the statement said, without providing further details. Moon sat with Chung Eui-yong, South Korea's top security adviser, and National Intelligence Chief Suh Hoon.

In addition, the two leaders agreed that before the end of the year, they would participate in groundbreaking ceremonies to link railways along the east and west coasts of the Korean peninsula.

"The South and the North discussed denuclearization steps for the first time", Moon said.

He also noted that the two Koreas had agreed to submit a joint bid to host the 2032 Olympics.

The leaders of the two Koreas have been meeting in Pyongyang in an attempt to push forward their peace process, as well as advance dialogue with the United States.

What is perhaps most significant about the declaration on Tongchang-ri is that North Korea will be inviting worldwide experts to observe and verify the dismantlement activity at the site.

Later on Wednesday, Moon is scheduled to watch the North's signature "Brilliant Fatherland" Mass Game, with a formation of glowing drones, lasers and stadium-sized gymnastics shows created to glorify the country.

The North and South Korean militaries agreed at working-level military talks earlier in the month that the specific area of maritime peace zone and joint fishing zone will be decided by the Inter-Korean Joint Military Committee.
