Typhoon Mangkhut kills at least 16 in Philippines

Super typhoon Mangkhut is approaching the Philippines with estimated 167 miles per hour winds and gusts to 200 miles per hour, threatening a devastating impact to the northern tip of the main island of Luzon when it makes landfall on Saturday.

Thousands of people fled their homes in high-risk areas ahead of the storm's arrival because of major flooding and landslide risks.

"If these schools or communities don't have enough capacity to immediately fix their school infrastructure or replace the teaching and learning materials, surely the typhoon will cause a long-term impact to children's access to education".

Typhoon Haiyan left more than 7,300 people dead or missing, flattened villages, swept ships inland and displaced more than 5 million in the central Philippines in 2013.

Mangkhut had been a category 5 storm for days since wreaking havoc in U.S. Pacific territories of Micronesia before edging toward the Philippines, where it is the 15th and strongest storm this year.

Typhoon Mangkhut will make another landfall on Sunday night in western Guangdong, China.

Super Typhoon Mangkhut battered the Philippines with gales and torrential rains, toppling power lines, triggering landslides and damaging an airport before heading toward China's Guangdong coastline and Hong Kong.

Roughly four million people were in the path of destruction the storm slashed through the northern tip of Luzon island, leaving at least four dead.

"It's still a life and death situation", Lorenzana said by telephone, citing past drownings in swollen rivers in mountainous provinces.

Associated Press journalists in a hotel in Cagayan's capital city of Tuguegarao saw tin roof sheets and other debris hurtle through the air and store signs crash to the ground.

Typhoon Mangkhut retained its ferocious strength and slightly shifted toward more densely populated coastal provinces on Friday as it barrelled closer to the northeastern Philippines, where a massive evacuation was underway.

"We are especially concerned for those communities who have been cut off by flooding and landslides, and families exhausted from having to move from their homes up to three times already in the last two months due to heavy monsoon rains".

Office of Civil Defense Administrator Undersecretary Ricardo Jalad said during the NDRRMC Command Conference that two emergency responders in the Cordillera Administrative Region (CAR) died.

They are the ones greatly affected.

Mangkhut, the Thai word for mangosteen fruit, is the 15th storm this year to batter the Philippines, which is hit by about 20 a year and is considered one of the world's most disaster-prone countries.

Cathay Pacific Airways said in a statement it's cancelling all flights in and out of Hong Kong on Sunday beginning at 2.30am, and wouldn't resume operations until 4am the following day.

Known locally as Ompong, Typhoon Mangkhut at one point hit gusts of 305 kph before it left the Philippines and moved across the South China Sea with reduced wind speeds.

Just before midnight, the observatory warned of a "severe threat to the region", with the storm still about 267 miles southeast.

Typhoon Mangkhut ripped through the Philippines' main island of Luzon, and is now moving west towards China.
