That said, the storm is still expected to stall once it hits the Wilmington coast, with weather officials early Thursday raising the expected total rainfall for Wilmington to 35 inches - weather officials had predicted 30 inches for Wilmington in briefings released Wednesday.

The NHC said Florence went ashore near Wrightsville Beach, North Carolina, at 7:15 a.m. EDT with estimated maximum winds of 90 miles per hour. The hurricane is now centered about 220 miles (354km) east of Myrtle Beach, South Carolina, and 170 miles to the south-east of Wilmington, North Carolina.

Helping with rescues there were members of the so-called Cajun Navy, a group of Louisiana-based volunteers who became famous during last year's Hurricane Harvey, locals said on Twitter.

Their graphics look like something out of a video game, featuring a reporter in the center of a screen and water towering overhead to show how high the water can get.

Police said 150 to 200 residents have been rescued earlier on Friday and 150 or more were still awaiting rescue.

Florence crashed into the Carolina coast on Friday, felling trees, dumping almost three feet of rain on some spots and leading to the death of four people before it was downgraded to a tropical storm still capable of wreaking havoc.

The National Hurricane Center said the storm would move further inland across extreme southeastern North Carolina and extreme eastern SC on Friday and Saturday. "We are not going to make it, '" Cherry said. Significant weakening was expected over the weekend.

About one million seven hundred thousand people have been ordered to evacuate on the coast of North Carolina, South Carolina and Virginia.
