While many said that the picture sums up Trump's time at G-7, several others called it a "power dynamic".

Merkel said it was not clear whether the group would issue a final directive, adding that failure to do so would be an honest reflection of the lack of agreement among Canada, the United States, Japan, Britain, Italy, France and Germany.

"We won't let ourselves be ripped off again and again. Instead, we act then too", were Merkel's words who used a rather strong language she usually avoids.

Foreign Minister Heiko Maas, whose office for the first time in the history of the republic has reportedly ordered an overhaul of Germany's USA policy, went further.

New Italian premier Giuseppe Conte also took a similar line, with his press team tweeting an image of the leader taking charge as he read to the group at the two-day summit in Canada.

"As Canadians, we are polite, we're reasonable, but also we will not be pushed around", Trudeau said.

The US had a trade surplus with Canada of about US$7.7 billion in 2016, according to the Bureau of Economic Analysis, although Statistics Canada data show the US had a trade deficit of about US$14.6 billion.

Officials from Justin Trudeau's team also shared an image of the Canadian PM and summit host leader being presented with work by Prime Minister Theresa May, Mr Macron and Mrs Merkel, while an uninterested Mr Trump stares into space.

That statement had sought to overcome deep disagreements, notably over trade.

Trudeau's office cast doubt over the genuineness of Trump's offense at the prime minister's remarks, pointing out that Trudeau's messages simply reiterated his position before the summit, that he will oppose attempts to bully Canada on trade.

European Union nations' failure to speak and act with one voice overseas is a "danger", Merkel warned, as is the fact "that we have no collective approach to the question of managing migration", vital if freedom of movement within Europe's borders is to be upheld.

A few hours earlier, Trudeau had told reporters that all seven leaders had come together to sign the joint declaration.

Echoing Merkel's sentiments, French President Emmanuel Macron's office said that "international cooperation can not depend on fits of anger and a few words", according to a statement published by French public broadcaster RFI.

"We have spent two days to secure a text and commitments".
