Trump's improvisation faces decades of North Korean preparation

U.S. President Donald Trump said on Monday his historic summit with North Korean leader Kim Jong Un in Singapore could "work out very nicely" as officials from both countries met to narrow differences on how to end a nuclear stand-off on the Korean peninsula.

"North Korea can not denuclearise completely right now and hope to be safe from a president who said we're going to rain fire and fury on you, from a country that's been calling you evil for 25 years", said Horacio Falcao, a negotiations expert at the INSEAD graduate business school in Singapore.

The Olympics-inspired diplomacy led to more talks with the South, during which the North extended an invitation for Trump to meet with Kim. He said that those talks "in fact are moving quite rapidly and will come to a logical conclusion more quickly than anticipated".

Prime Minister Lee wished Kim a success for the summit and expressed hope that the US-North Korea meeting will advance the prospects for peace and stability in the Korean peninsula and the larger region. Mr. Trump is offering security assurances and economic development in return for the complete dismantling of Pyongyang's nuclear arsenal.

UN Security Council Resolution 2270 forbids loaning aircraft, ships and crew to North Korea, but Beijing apparently had USA approval.

In a statement, US State Secretary Mike Pompeo said "The president is well-prepared for tomorrow's engagement with Chairman Kim".

Trump landed at Paya Lebar Airbase on board Air Force One after cutting short his time at the G7 summit in Canada.

Even if North Korea is completely disingenuous and has no intention of getting rid of its nuclear arms, Kim could likely get a deal with Trump to slowly remove the weapons and just wait out the clock until Trump leaves office.

Both sides were finalizing preparations for the meeting, which was to kick off at 9 a.m. Tuesday with a handshake between Trump and Kim, an image sure to be devoured around the world.

He explained that he gave the North Korean official Trump's book, "Art of the Deal", while he was in North Korea.

Kim's private plane did travel to Singapore, but is believed to have carried sister Kim Yo Jong and other top-ranking members of the delegation. While Trump will be a guest at the Shangri-La Hotel during his stay in the City-State, Kim will be a resident of the St Regis Hotel barely a kilometre away.

The previous United States stance, said Bruce Klingner of the Heritage Foundation, was that "we don't deploy a president to negotiate a treaty, we deploy a president to sign a treaty where we know where every piece of punctuation is on that piece of paper".

The Trump and Kim meeting - the first between U.S. and North Korean heads of state - is a leap into the unknown, since like Trump, Kim is believed to be unpredictable and impulsive - meaning the risks that the talks won't go as well as everyone hopes are considerable.

He added that the expenditure forms part of the S$20 million that Singapore is spending on the summit in all.

The summit's venue is the Capella hotel on Sentosa, a resort island off Singapore's port with luxury hotels, a Universal Studios theme park and man-made beaches.

Another question is whether Trump will take up the issue of human rights - with North Korea accused of a host of state-sanctioned rights abuse including extrajudicial killing, torture and kidnapping.

Numerous tough details in the North Korea talks are likely to wait for future rounds of talks at a lower level. Kim would exchange "wide-ranging and profound views" on issues including "building a permanent and durable peace-keeping mechanism on the Korean peninsula" and "realising the denuclearisation of the Korean peninsula", it added.
